black and orange for today's big victory parade. that starts in just a couple of hours and people already packing trains and buses to get into the city. we have live team coverage. cbs 5 reporter anne makovec on the left with beefed up patrols for the rowdy fans but first we kick it off with cate caugiran along the parade route with people already staking out seats for the parade. isn't that right? i can see them behind you. >> reporter: you think we wake up early? true giants fans wake up earlier than us. people are already lining up on market street where the parade route will begin so they have been here and ready for it and so has the city. the city has been setting up. you can take a look they have been working nonstop to set up the big stage for our world series champs at the civic center plaza. giants president larry baer, bruce bochy, pablo sandoval will be given speeches. bay area transit groups have been hard at work with all

hands on deck. they have been advising fans along with giants pride to be patient today. >> we have all hands on deck. we're not holding anything back. we're going to have every, single train that's available starting at 4 a.m. until the end of service. >> reporter: this is a celebration familiar to the bay area. so if it's anything like 2010's big celebration, we can expect about a million people to take part in the parade. so really mass transit is the best way to get here. bart plans to expand rush hour service for the entire day. there will be extra trains on the caltrain system and muni, also planning extra shuttles, and the golden gate bridge district is putting extra ferries on the schedule. here's a look at the parade route today. it starts at the foot of market street and go straight to city hall. that's where you will see that major stretch of traffic is blocked but that's not stopping giants fans from being here. you can see this whole group right here behind me just got

here staking out their spots. so again, this is only the beginning of where the parade will start. i understand it's going to end at civic center plaza and that's where we finds my colleague anne makovec. >> reporter: the fans are dribbling in here, as well. we have seen dozens come in just a couple of hours that we have been here. you can see them behind me, this lawn is going to be full for a big party starting at the end of the parade at around 12:30 this afternoon. and it should be a fun time but if anyone gets out of line, the police and city prosecutors plan to go after them big time after several hot spots of vandalism and violence in the city broke out on sunday night. graffiti, smashed windows, trash can fires. now, there was a picture that got a lot of attention. police say the man in the picture that you're about to see, 22-year-old gregory tyler graniss of san francisco, was identified after some tips came in from people who saw the photo circulated on social

media. it was reposted about 18,000 times. the transit bus there was also torched. graniss was arrested yesterday on felony vandalism charges as well as injuring or destroying a passenger transit vehicle. >> there is a mob mentality damaging the bus. then there's a mob mentality online, go get this guy. >> should be a happy time with people celebrating, you know, celebrating with each other, not messing up public property. >> reporter: so far 36 people were arrested for sunday's violence. 23 for felonies. and there will probably be more arrests to come. the city attorney and d.a. say they are also going to seek civil litigation and monetary restitution against these people who help pay for the damage. and they are also on the lookout for counterfeit goods. we have seen a lot of guys selling giants hats and t- shirts along market street. so if that is counterfeit, which it likely is if it's being sold alongside the street, police are saying that they will go after those

afternoon, we actually have a storm coming in our direction and i think, yeah, we're going to see some rain today. i think it's going to hold off for the parade but trick or treat, may not be so lucky as the storm system is beginning to make its way into the northern part of the state. temperatures in the afternoon usually in the 60s and 70s below the average with all the cloud cover. increasing clouds throughout the day. plan on 3 to 8 degrees below average. highs in the 60s. rain is on the way. we'll talk about that in a moment. let's check the roads with elizabeth. >> we are going to check bridges across the bay area. so far, so good. couple of earlier accidents we were watching have all been cleared. here's a live look at the golden gate bridge. where you can see things are flowing nicely into san francisco towards doyle drive. it's going to be busy this morning. to beat the rush, head out now. use mass transit to avoid bigger delays in the city because of the parade. bart is ramping up service with longer commuter trains all day long. a lot of muni lines are also going to be impacted including all those lines heading through market, mission, that's where

the parade route is coming through. caltrain and ferries are also great ways to get into san francisco. that is a check of your "timesaver traffic." back to you guys. >> thank you. all along the east coast and into the midwest, the recovery from super storm sandy continues. at least 55 people are dead due to sandy, more than 6 million homes and businesses are still without power right now down from 8.5 million at its worst. experts say the total cost could hit $50 billion. cbs reporter ines ferre is in new york where the city is beginning to bustle once again. reporter: the storm moved away from the shore but the devastation left behind is obvious. homes buried or destroyed, boats toss add shore. -- boats tossed ashore. >> very difficult day. >> reporter: the national guard spent the day rescuing stranded residents in moonachie and little ferry, new jersey. tidal surge up the hackensack river pushed five feet of water into the two towns in just 45 minutes. >> within a matter of minutes where the basements are

completely flooded. we're just waiting for this rescue. >> reporter: president obama will tour the devastation in new jersey today. >> the most important message i have for them is that america is with you. >> reporter: it could take days or weeks to restore power to the 8 million people who lost electricity. >> how are you going to stop water? >> reporter: in new york, some subway lines and tunnels are still flooded. officials say it could be days before the trains are running again. signs of life are returning not too far from me, the new york stock exchange will be back up and running. traders say it's important to show the world that new york is open for business. >> we have a plan for recovery and that recovery is already beginning. >> reporter: flight operations will resume at jfk and newark airports today. but laguardia was badly damaged and will remain closed. for some, the recovery will take months, possibly even years. a fire destroyed more than 80 homes in this queens neighborhood. >> everything was on fire, flames 50 feet up in the air. the whole family lost everything.

>> reporter: but almost unanimously the people in breezy point say they will rebuild. ines ferre for cbs news, new york. and to give you an idea of just how powerful sandy was, home video caught this amazing sight. a giant tree uprooted on long island during the height of the storm. falling trees are blamed for a number of deaths caused by sandy. and flames are tearing through a town on the new jersey shore this morning. the fire in this city destroyed 14 homes when sandy came ashore. now the flames have started up again apparently fueled by broken natural gas lines. fire crews are having a hard time getting to the area due to a damaged bridge. and we have some new live pictures of the destruction at the jersey shore. this is seaside heights in new jersey. apparently this is fun town pier. you can see this amusement park

being flooded with the sea water there. apparently a roller coaster is flooded and does not look good there in new jersey. in new york, laguardia airport still closed because of the flooding there. but newark airport has reopened and jfk will be back in action later this morning. more than 18,000 flights by the way have been canceled nationwide. hundreds right here in the bay area. dozens of bay area flights are canceled again today. the best advice before heading out, call ahead. okay. michelle, 6:10. with the election just six days away the presidential campaign is slowly returning to normal in the wake of hurricane sandy. republican challenger mitt romney urging supporters to donate during a storm relief event yesterday in kettering, ohio. but today, he is scheduled to attend three full blown campaign events down in florida. president obama plans to resume campaigning tomorrow after touring storm damaged areas along the eastern seaboard today. since the weekend, he had been leaving the campaigning to

bank robbery is in custody after a standoff. a bank was robbed just before 3:00 yesterday afternoon. police tracked the suspect to this apartment building near pruneridge and saratoga avenues. several residents were evacuated. the suspect finally surrendered peacefully just before 10:00 last night in santa clara. an already bitter city council race in san jose has taken a bizarre turn. it has. it' heating up. jimmy nguyen's reporters say it shows rose herrera's husband taking a nguyen campaign sign and dumping it. >> he then said he had a knife. reached inside his pocket. pulled something out and made a swipe at me. i jumped back. >> did you threatening them with a knife? >> i said that i had one but i didn't really have one. >> he says he made the threat

out of concern for his safety. he said the signs were placed on public property and on his own lawn and removed the signs legally. it's 6:16. let's check on our roads. >> we should do that. that would be your department, liz. take it away. >> thanks. check out the bay bridge. it's already busy this morning. so we know there's going to be extra folks heading into san francisco for the giants day parade. but you can see the metering lights are on at 6:02 this morning. already stacking up in cash and fast training lanes to the 880 overcrossing. it's already busy heading into san francisco in the cash and fastrak lanes. don't get off at ninth street civic center, extra busy fourth street will also jam up so mission duboce is probably your best alternate if you can find parking away from the parade down market and then you can use mass transit to get there. in the meantime already heavy traffic heading into san francisco. let's go to our maps. we're also watching this eight- car accident reported multicar crash eastbound lanes of 580

approaching grand avenue. we are already seeing some slowing. three lanes are blocked so it is going against the commute but in oakland, extra busy traffic conditions right now on eastbound 580. all lanes are back open now through the caldecott tunnel eastbound lanes of 24 right before the tunnel so that's better news now heading out towards orinda. the parade of champions is coming down market street starting near the ferry building heading west towards the civic center plaza so market, mission, no cross traffic will be allowed from 9:30 this morning all the way until 5:00 this afternoon until the street sweepers can get through and clean up some of the mess left over. elsewhere here's live look at the golden gate bridge. so far, so good. once again extra ferry service later on throughout the day for the giants day parade. with more on your forecast here's lawrence. >> ticker-tape parade, sounds like fun. if we keep it dry that should be nice. if it gets wet that could be a mess. but right now looks like the clouds are moving into the bay area. these are mostly low clouds and fog. a little drizzle, too, at the

coastline. so watch out for that. delays at sfo up to 2 hours on arriving flights. it will be cool this afternoon. and storm clouds starting to roll in a chance of showers developing in the north bay. but i think the parade should stay dry. evening rain more likely now as the cold front moves on in. here it is, looks impressive off the coast am some of those high clouds already beginning to drift know bay area skies. the rain held up to the north will slowly sag toward the bay area throughout the day so rain more likely in the evening especially in the north bay. lots of clouds out there right now. but in the middle of the day the parade of champions for the giants should stay dry although we'll see a lot of clouds outside and then the storm sweeps in late in the day so trick or treaters could get wet in the evening into the north bay and sweeping into the central bay, as well. overnight more rain spreading to the south and maybe into tomorrow morning. temperatures expected to be in the 60s outside so cooler than normal and then over the next couple of days a chance of showers continuing into tomorrow morning and then dry

weather on friday. i think by this weekend looking good. maybe some offshore winds, maybe back into the 80s as we look toward sunday and monday. that's a look at weather. back to you. >> thank you. there are no reports of damage or injuries from a small earthquake in the south bay. it happened this morning. it was a magnitude 3.2 quake that hit about 2:52 in southern santa clara county. the epicenter was six miles north of gilroy. a few dozen people in gilroy, morgan hill, san jose and the santa cruz mountains went on the usgs website and reported they felt it. a california surfer is recovering today from a shark attack in humboldt bay. his surfboard take a look shows the huge bite mark left behind. doctors treated four to five serious gashest from his chest to his hips. >> we hopped on him right away me and one other guy that happened to be an emt hopped on top of him and used or body

francisco. i know. >> we're ready, hey, we're ready, we already took home the championship. monday morning -- wednesday morning, it is, we're out here ready to go. 6:30 a.m., go giants. >> whoo! >> reporter: just to let you know, they are not the only ones who showed up early. take a look right now. fans really wasted no time in getting here. we saw people decked out in giants gear as early as 4:00 this morning. crews were also out here setting up blooms and confetti along market street. it appears that people listen to the city's advice to get here early taking public transit. but when it comes down to it, the major point of motivation for fans is the love of the giants. >> i wanted to come out and have a great time. i wanted to celebrate. >> we have been here since 11 p.m. >> the world series win is even sweeter the second time around.

today the giants are expecting about a million people to cheer them on. there will be extra trains on caltrain, muni also planning extra shuttle service with more metro shuttles and the golden gate bridge district is also putting extra ferries on the schedule. let's look at the parade route. it starts at the foot of market street where we are near the ferry building and then straight to city hall. i know city hall is where the culmination of everything will be but i feel like the excitement is here this morning. >> whoo! we have hundreds of people gathering on the lawn here behind me. i spoke with some of the fans early at the front of the line. cathy and nicole anderson, you guys came all the way from pittsburg. why do you come to the civic center instead of the parade route? >> they are going to be stand there is and it's like the longest time like i guess to see the giants fans, i mean, giants fans they say hang out with them and i get to see the players. >> why are you such a huge giants fan? you're 16 got out of school for this. what is it about the giants? >> i was born a giants fan. there's no words -- it's bay area and there's no other place i'd rather be. >> reporter: thank you. you guys go get your spots back. i appreciate it. stanes like these ladies will be keeping an eye out for some of the trouble we saw on sunday. we are hoping we're not going to see that again.

50s outside right now. i think the storm holds off for the parade of champions in the midday hour but you can already see it is on final approach to california already sliding into northern parts of the state. this will move in later on today and by the late afternoon and the evening we could see some rain starting in the north bay. temperatures going to be cooler than normal usually in the 60s or 70s, three to eight degrees below average. the rain come in later on this afternoon and tonight, could affect the commute, as well. a little slick out there early on though, elizabeth. any problems out there now? >> we have actually following a couple of different accidents. and we of course also have the big parade going on. everyone, fans, even the muni buses are sporting their giants pride today. you can see the sign there saying go giants. good day to use mass transit, ride muni. several routes will be impacted or delayed because of the parade including the 38 gearry, the 5 fulton, 10 towns and 14 mission and the s market. a lot of people may be driving into san francisco. we can actually see it already at the bay bridge toll plaza. the metering lights were turned on just after 6:00.

free rides to passengers all throughout the day today. frank, michelle? >> ines, obviously when you have a big problem, a big tragedy like this, crime, that sort of thing, especially with no power, has there been a problem with that in the streets of new york or new jersey? >> reporter: i'm sorry, the connection is pretty bad. i couldn't exactly hear. >> i asked with the power outage is looting or crime a problem in the greater tri- state area? >> reporter: there's a lot of security in the new york area especially in the areas that nighttime are dark. we have seen police cars in almost every street that we have gone down that is dark so there's a ton of security in the area right now at this time. >> okay. ines ferre live for us in new york. thank you so much. two new york city airports are re-opening today newark and jfk but laguardia is still shut down. looks more like a lake out there. more than 18,000 flights have been canceled nationwide.

york some on battery powered respirator. hers parents were stuck at home when they found out about the evacuation. >> all the bridges were closed. and we had no choice but to go back home and just sit and wait for today to get here. and it was a very long night, a very, very, very long night. i haven't had not even one hour of sleep. >> she was so worried. the baby did make it to her new hospital and her parents will name her emma sophia. >> and little emma is going to have a story to tell. >> she is. >> the rest of her life. >> lots of tears now but lots of laughter later on when they tell her about the great storm that moved through. we have storm clouds coming toward us. nothing like the east coast but things could get interesting on this halloween. outside now we have some mostly cloudy skies. we are look at some drizzle to begin the day so the roads are very slick. i think as we head throughout the day we'll see increasing clouds and a chance of showers in the north bay. i should mention there are also delays at sfo of two hours this

morning on arriving flights and that rain becoming likely as we head into the evening hours. here's a cold front headed toward the bay area now some of the rain beginning to move into the far northern portions of the state. it will take the better part of the day to get here. increasing clouds throughout the day and rain moving in looks like right in time for the trick or treaters in the north bay and central bay, as well. let's time it out. lots of clouds right now as we head toward the middle of the day the parade of champions you will see clouds cool temperatures in the 60s but it should stay dry. that changes though toward the evening hours. the cold front swings in bringing rain to the north bay for trick or treaters and at 6:00 even some showers in along the peninsula and the central bay. dry into the san jose area but that changes throughout the evening hours as rain moves in overnight. so it's going to be wet tonight temperatures for today not bad mainly into the 60s. the next couple of days maybe some leftover showers into thursday morning. but that will be early on then dry by the afternoon. return to more sunshine much warmer weather back into the 80s in the latter part of the

weekend. that's a look at weather. let's check traffic now with elizabeth. >> thank you. we are still watching this traffic alert in oakland. it is going against the commute. that's the only good news. also they have been able to reopen what sounds like a couple of lanes now just one lane blocked eastbound 580 approaching grand avenue. the lakeshore avenue on-ramp is also blocked because of the multi-vehicle crash. at one point eight vehicles were reported involved in that accident. elsewhere mass transit everything is ramping up service for the giants day parade. bart is running longer commuter trains all day long. extra ferry service. we just heard there are really super long lines at the larkspur ferry right now from all these folks trying to get into san francisco already this morning. caltrain, muni, also could see some delays especially along the mission and market linings. golden gate bridge so far, so good towards san francisco. a few brake lights already through milpitas, that silicon valley commute westbound 237 a little stop and go towards san

jose. a crash in richmond on westbound 80 blocking one lane so you see that drive time in the yellow now. also brake lights through the altamont pass and livermore. that's traffic. back to you guys. >> thank you. stock traders made it back to wall street this morning. here now to talk about that jason brooks with kcbs and cbsmoneywatch.com. good morning, jason. >> reporter: a pleasant tune this morning was the opening bell. we haven't heard that in several days. market back open for business after its first two-day weather- related closure since 1888. there you go. there is the opening bell. don't really have much to show on the big board unfortunately right now. there are some issues where the numbers are showing zero and the closing numbers from last friday. so far, market off to a positive start. the dow is up 76 points. nasdaq is down by one. s&p up by 5. home improvement firms are doing well today. a lot of pressure on insurers, retailers and airlines because of the effects of hurricane sandy. couple of tech companies to

keep watch on today are apple and facebook. investors finally get to react to the major management shake- up at apple in which tim cook has fired two officials. apple shares down 2% back under $600. they have fallen over $100 since topping $700 on september 21. facebook today, right now we have a post-ipo lockup expiring on 230 million employees shares. a lot of them will sell it to take advantage after the stock slid since may. facebook shares are dropping by 3.25%. could be a volatile day ahead too overall for the market as a lot of traders get back to business after two days of extra vacation. >> cashing in. thank you, jason brooks with kcbs and cbsmoneywatch.com. time for a look at what's coming up later on "cbs this morning." gayle king joins us live from new york on what's been a
